Now that the deed ‘tis done, how will it affect you? (Part I)

Veteran Lots of heated rhetoric floating around out there, and I want to leap in. [Part II of this will discuss the effects that this will have on the VA.] The big question everyone has is: how will this affect me, the VA/TRICARE/TRICARE-for-life individual? Well, let’s start by looking at what some of the others are saying, and then try to cut the middle. Separate the wheat from the chaff, as it were. The only folks I have found thus far that think this thing is just great for veterans and their families is VoteVets. Now, mind you the MoveOn.org affiliated group is also citing some Harvard study of how many veterans die without health insurance that is based on nothing but comparing the number of deaths with the percent of veterans, so take it for what it is worth:
The right has spent a good portion of the debate over health care reform engaging in scare tactics aimed at Veterans and Retirees (and when not doing that, have engaged in the demonizing of government health care begging the question why our Veterans would get health care that is somehow substandard, but I digress). Today, VA seeks to put those fears to rest… [Duckworth statement that deals with VA] The author of that statement is, of course, Tammy Duckworth, Assistant Secretary of Veterans Affairs, a double combat amputee who left both her legs in Iraq. As the vote on health care reform draws near, expect to see more shameful fear-mongering directed at the Veteran community-- a slimy political tactic that falls well beneath the measure of service Vets have given to our country.
Now, not long after that, VFW went live with its statement:
"The president and the Democratic leadership are betraying America's veterans,” said Thomas J. Tradewell Sr., a combat-wounded Vietnam veteran from Sussex, Wis., who leads the 2.1 million-member Veterans of Foreign Wars of the U.S. and its Auxiliaries. “And what makes matters worse is the leadership and the president knows the bill is flawed, yet they are pushing for passage today like it’s a do-or-die situation. This nation deserves the best from their elected officials, and the rush to pass legislation of this magnitude is not it.”
And of course, VoteVets returned the salvo:
VFW PAC operates as little more than a subsidiary of the Republican Party, as does the leadership of their parent organization. Today, that organization issued a statement toeing the GOP line on the health care vote. Of course, in order to toe that line, the VFW had to make things up.
Now, bear in mind that this is the same VFW that took shots from the right last year for not being offended by the DHS report and backing the President on that one. They also backed an anti-war activists free speech rights, much to the chagrin of many (like me) who felt he was out of line. So, for the VFW, it appears to be a case of “screwed if you do, screwed if you don’t.” I don’t for a millisecond think that the VFW is aligned to any party, any more than The American Legion is. [The VFW does have a PAC however, which operates separately. The American Legion does not, nor ever has had one.] VoteVets however…..well, they’ve yet to meet a Democrat they didn’t like better than his or her Republican challenger. This issue is based on this fight, as seen by both the GOP and DEM staffs of the House Armed Services Committee. First the Majority side, with Ike Skelton saying:
“In the health care bill currently under consideration in Congress, TRICARE and the Non-Appropriated Fund health plans, the programs that provide health care for these individuals, will meet the minimum requirements for individual health insurance coverage, and no TRICARE or NAF health plan beneficiary will be required to purchase additional coverage beyond what they already have. “However, to reassure our military service members and their families and make it perfectly clear that they will not be negatively affected by this legislation, my bill, H.R. 4887, explicitly states in law that these health plans meet the minimum requirements for individual health insurance. “Our brave men and women in uniform provide us with first-class protection, and it is our obligation to provide them—and their families—with first-class health care in return. Every day, our troops risk their lives to stand up for us on the battlefield, and I now ask my colleagues—no matter what your position may be on health care reform itself—to join me in standing up for our service members and their families. “Nobody knows what the fate of the health care bill will be tomorrow, but by supporting H.R. 4887, we will at least know that we have protected those men and women who sacrifice their lives to protect us. “We must affirm for our military service members and their families that even if the health reform bill passes, the coverage provided by TRICARE and the Non-Appropriated Fund health plans will be properly defined in law as meeting the minimum requirements for individual health insurance.”
The GOP side was less certain, but stated essentially the same thing:
“I welcome Chairman Skelton’s concerns, but we—as the leaders of the House Armed Services Committee—have a responsibility to assure our military personnel that their top-notch health care will remain intact before the House votes on final legislation. The Chairman’s efforts are encouraging, but his leadership has decided to vote on a deeply flawed Senate bill,” said Rep. McKeon. “We need to fix this problem immediately—before Congress passes and the President signs the legislation. By forgoing the traditional legislative process, Democrat leaders in Congress—and the President who is pushing for immediate passage of the bill—have reneged on assurances that the Senate legislation would be fixed in a conference committee,” stated McKeon. “Our military personnel deserve to know they will continue to receive the same level of care they so rightly deserve. I look forward to working with the Chairman to include our common language in the annual defense authorization legislation; however, the damage could already be done if the Senate health care legislation becomes law,” concluded McKeon.
So, here is the story. TRICARE and NAF are not certain to be approved under the existing bill about to be signed. Now, why is this? They’ve been working on these bills for in excess of a year, and this is the first we are hearing of it? Well, no, actually, Representative Buyer has been talking about the effects for quite a while, but no one really listened. This is not really to praise Representative Buyer as much as it is to say that no one on the Hill seems to be listening to anyone. Think back on all the important bills that Congress has passed in its days. The Civil Rights Acts, Medicare creation, some of the New Deal Bills. How many of them had one party voting exclusively one way, and the other party splitting its vote and yet the party that voted together lost? I’ve never heard it. Not one Republican broke ranks on this bill, and some Dems, fearful of the vengeance of their constituents voted “No.” What we have here is a failure to communicate. Now, I would take grave exception to the VFW saying that the Democrats, “Betrayed Veterans”….Actually, I think they knew exactly what they were doing, and fully expect them to make the fixes sometime in the next week or two. So, that being the case, why wasn’t this fixed earlier? Well, that takes the discussion in a different direction as well. For those who don’t know how Medicare Reimbursements work, if you are on Medicare, you go to a doctor and for each procedure, the Gov’t will pay a certain amount to that Doctor. That figure is notably less than what the doctor would charge other patients. If the doctor is incredibly busy, he will forego all Medicare patients since he can charge more to those with private insurance. The Congress, in an effort to cut down our ballooning budget has been trying to further cut the rates that the Government pays out at, and this has expected results….Less doctors will take Medicare patients. Now, the cuts are already in as law, but many Members of Congress know that the reimbursement rates are too low, so every year they vote to freeze the drop. And this is part of the “Doctor Fix” that you hear about all the time. But what happened was that President Obama and the Democratic Members of the House are pushing a new mantra of “Fiscal Responsibility” and “Lowering the deficit.” And so, they set an artificial ceiling of 1 Trillion dollars for this bill. One would like to think that this number has some concrete meaning. I mean, why $1 Trillion and not $936 Billion? No reason at all, that was the number they settled on. So what happens next is that the Congressional Budget Office is brought in to referee the situation. The Majority said that they would like, W, X, Y, and Z in the bill, and the CBO said “Well, that would cost you $1.5 Trillion” or so. So Congress sent it back and said, “Fine, drop X and Z.” Bingo, CBO comes back at $900+ Billion, just below the artificial threshold. Now, once that is passed, Congress will go back and say, “But we need the X and Z done now, or our ___[Veterans etc]___ will have an unfair burden.” Everyone will vote for it, because no one wants the veterans to be left out in the cold. And Voila! it passes, without Congress ever having to have added it in the initial bill, and thus keeping the initial bill under the magic number. [As an aside, how good is our referree in this regard? Well, not so good Reason.com tells us: healthcareestimate This is why the $1 Trillion ceiling is so arbitrary. Not that we should pay less or more, which is up to individual opinions, but rather this is like referring a game while being maced in the eyes.] Here's my analogy: It’s like asking your wife for a vehicle. She says, OK, Fine, buy what you want, but don’t go over 10k. So you run out and buy a Hummer with no engine for $9,567. Now you own a Hummer which either sits in the yard, or goes to work using the Fred Flintstone method. After about a week the wife will concede that a Humvee with no engine is worthless, and tell you to go pay the $2000 to buy an engine. So, did the Hummer cost 10k? Or did it cost 12k? If you answered 10k, you might very well be a politician. [EDITOR’S NOTE: Part Two of this Three part series deals with the first and second order of effects this will have on VA. Please go read that part now. Part Three of this series will address some of the issues that have been brought to light by the commenters in these pieces. So, if you have a question, by all means toss it in there.]

EDITORS NOTE: I WILL LEAVE THIS COMMENT UP, BUT IT IS AN INCORRECT URBAN LEGEND THAT WE DISCUSSED IN AN EARLIER POST WHICH YOU CAN READ HERE.

This is NOT a pretty picture.
>
> MILITARY RETIREES...
>
> > This is our 1st look at the bill. Finally, Tri-Care for Life Info.
>
> PASS THIS TO ALL MILITARY RETIREES
>
> Please pass on to all your military retired friends so they can be educated on how the "health care reform" will change our tricare benefits. Read article at very bottom of e-mail string for more information. v/r This is true. It is on pages 77, 172, 218, and 434. You have to dig to see the charges.
>
> We (retirees) would lose the Medicare for life benefit and would have to pay. We would lose TRICARE as a total care package. We would not be allowed to keep TRICARE so when Obama stands and says if you like what you have you can keep it, he lies. This is a "Heads Up" on a battle we are facing now and down the road with the new Administration.
>
> The Congressional Budget Office (CBO) has already drafted proposed legislation that would basically reduce our TRICARE for Life benefits to a system whereby we pay deductibles and co-pays up to $6,301 the first year for you and your spouse, with future years being indexed to increase with inflation. What can we do? The article below, obtained from an Air Force Association and written by BG Bob Clements, best describes what we can do. Please read it and check the links for CBO language and do what Bob says-Send this email to every Military Retiree you know and write and email your Congressman often. For those of you that might have voted for "Change", you should do it more than often!
>
> TRICARE FOR LIFE'S FUTURE.... TRICARE For Life was instituted to correct the broken promise that military retirees would receive free healthcare coverage for life and it covers the Medicare co-pay.
>
> Now a heavy assault has begun on Veterans'/Retirees' benefits to pay for other programs our President promised during the campaign. And it is a high priority of his administration.
>
> The one item of most interest to Retired Military is in Article 189. If approved by Congress the first assault wave would hit in 2011 and would hit hard. It would initiate cost sharing to require retirees to pay the first $525 of medical cost and 50% of the next $4,725 for a first year cost of $2,888 per person. It would be indexed to increase with inflation. A reason given for this action (for PR effect) is "overuse" by Retirees. For those of you who are covered by TFL you will want to pay attention (Below) to what BG Bob Clements has surfaced about the future of TFL.
>
> In any case, on page 189 of the Congressional Budget Office report, see the note below on how to get to that spot, there is a strong recommendation to eventually eliminate the program as it is too expensive. Just another move to slight those of us who dedicated much of our adult lives to the defense of our country.
>
> Strongly recommend that you contact your elected officials and register your strong opposition to the elimination of the TFL program.
>
> Heads-up from BG Bob Clements,USAF Ret (P38 Bob). The following has been added to the Congressional Budget Office Web Site
>
> > . > *
>
> *>
> Now here it is folks and I will guarantee if you sit around on your behind and do nothing about it as they bring these options forward this coming year, you will lose one of the best healthcare benefits that the Medicare eligible retired military have..It is short of the promises made that we fought so hard for back in the late 90s and early 2000s but it is still the best healthcare program that anyone in the United States has, bar none.
>
> People who are professionals always look for the channel of least resistance when it comes to cutting money out of the Federal and DOD budget. I can tell you this straight on, military retirees are one of those channels of least resistance noted for sitting around, doing nothing, and waiting for ole Joe to do it for them.
>
> You had better wake up. Your medical benefits are prime target. If you lose them, you have nobody to blame but yourself. Let me repeat that ... you have nobody to blame but yourself. The way to secure your benefits is to write to your members of Congress and to keep writing and writing and writing. ONCE IS NOT ENOUGH!! Keep repeating the above statement until you are blue in the face.
>
> Now I'm going to make one more statement to all of you younger people out there who are not yet eligible for TRICARE for Life. HEALTH CARE WILL EVENTUALLY BECOME THE DOMINATING FACTOR IN YOUR LIFE. Remember that . . . . it will impact you big time with the utmost in cruelty unless you are fortunate enough to die from a heart attack or get run over by a truck.
>
> The service organizations will put up a fight, but, they will need your help and can't do it by themselves.
>
> I hope this makes it clear as to what you can expect if you do nothing. To show you how stupid these professionals can be at times just read the data on the noted sites closely. You will see that in spite of the MTFs (Military Treatment Facility) need to get patients back to keep their doctors busy and the hospitals from going to clinic status, these people from OMB would employ a means to keep retirees from using MTF facilities by charging them a fee for services. How dumb can you get.
>
> Even if you are an Obama fan, and believe that changeth cometh, TFL option from OMB will not go away. They need the money they spend on you for other programs for people who produce nothing but votes to keep their boss in office.
>
> If you know of anyone who is Retired Military, Please forward this on to them. Remember- TFL is an "Earned Benefit" that's been granted by a previous Congress.

I am a retired U.S. Army SGM who served as a cavalry scout throughout my career. I served two terms in Viet Nam, and I never layed down my weapon and ran from a fight. Each time I re-enlisted throughout my career I was told I would have free medical for myself and my wife for the rest of my life. Free medical did not mean Tri-Care with an annual premium, co-pays or deductables. However, I have all these things I did not ask for when re-enlisting. The life of a combat soldier is pretty crappy even in peace time, because you train for war in the same crappy conditions you would fight in. One year during my peace time service I spent 222 days in the field away from home & family. The whole 222 days was spent living on my armored vehicle without heat or air conditioning with one hot meal per day. I lived like this in excess of 22 years looking forward to my retirement and free medical. I am just short of tricare for life, but I have been looking forward to it to. You can bet my elected officials have been hearing from me and they will continue to hear from me. God Bless America!!!

Thank God for our VA benefits and pensions and Military Retirement. Vets EARN consideration when we sacrificially serve for at least two years honorable service during a conflict.

Is the US, C-in-C, a Communist?

We fought Communism for six years in CONUS & NATO under GEN A.M. Haig at SHAPE and LT GEN Starry at V CORPS (FSE). Have we all not taken a solemn oath to defend the Constitution from all enemies both foreign and domestic? Looks like the United States Military's Officers; NCO's; and Enlisted; both active and inactive have betrayed that oath. The German Army did not go down without at least trying to get rid of their Nation's Traitor.

My excuse is I became an ordained Independent Baptist Preacher, May 20, 2010, and vowed to give up my God given rights to self defense into the Providential care of our Heavenly Father in the steps of Jesus Christ, His Apostles, and the First Century Church Members. What is your excuse?

I do not say we should begin an armed rebellion; but I do say, UNTOUCHABLE, US Military men of high moral fiber and rectitude should sacrifice for their Country and represent their Legislative Districts. The place where Tammy Duckworth is either mistaken or deliberately not stating the facts is that the VA does not get to decide if its coverage is sufficient or not. An unelected worker in the Department of HHS gets to decide and can not be overruled.

How will the military and Tri (not to) Care deal with the provision of allowing adult offspring ("adult children" is an oxymoron) to remain on their parents' policy until age 26?

Currently, the military only recognizes dependents under the age of 18 or 23, if they are a full time college student. Will all the other privileges, such as BX, base, etc. be accorded these slackers too? Who will pay the cost of insuring these people? The parents? The military? If it's the military, will congress be willing to add more to the Tri (not to) Care budget? Or will Tri (not to)Care have to do more with less (most likely)?

GREAT QUESTION.

I will look into it and try to get an answer for you Arby, but great question.

Just thought of some more twists. Suppose slacker jr. marries slacker miss and they come home to live with his parents. Both are under age 26. Will the military be forced to cover slacker miss if they are both financially dependent on his parents?

Suppose slacker jr and slacker miss conceive a child while under the care of his parents. Who covers the medical of the the baby?

Now, suppose slacker jr. and slacker miss are not married and they have a baby? Whose insurance covers the mother and baby?

On my next birthday, I will be 80 years old. My wife and I subsist on my 20 year retirement pay, Social Security and Medicare and Tricare for Life. How will the newly signed healthcare bill affect military retirement benefits, Social Security benefits, Medicare and Tricare for life?
In your reply, please keep in mind that the originally signed Social Security bill exempted Social Security benefits from income taxes.
And will Medicare beneficiaries have to purchase healthcare insurance under this new law?

We saw Legion Executive Director Peter Gaytan say that our Tricare and VA benefits are secure, what he didn't say is whether we'll see an increase in our Tricare Premiums. I currently pay $38.34 a month ($460.08 a year) for Tricare Prime for my family of three, let's see how much that increases over the next few years. I'm sure it will as all they have assured us is that our benefits are secure, they just didn't say at what cost?

Obviously all the details aren't ironed out yet, thus some of these questions cannot yet be answered... I would imagine that Director Gaytan meant "secure" in that they will not be touched. If I am correct, Tricare actually fluctuates with the market (am I correct?) meaning that members may actually see decreased rates over the next few years as a result of the new law which incorporates a low-cost option designed to drive market rates down!

All this concern over "slacker jr." and "miss slacker" is just ridiculous. Initially, my thoughts are that you've clearly never had a sick child... especially not one who grew into a sick adult and was then denied health insurance at every turn. This is a real problem, and how dare you even go there? You have no idea how many young people out there *actually need help* and are not just "slackers." That's like calling you a slacker because you're old and can't work anymore. Ridiculous and completely out of line.

But then I got over the irritation at that closed off little fantasy world-view and thought a reminder might be beneficial: Lets look at the bigger picture here - how much do uninsured people cost the general public now in rising taxes, health care facility costs, etc? When an uninsured person is hurt and seeks emergency treatment, either the public winds up footing the bill or the hospital goes unpaid. Creating some type of plan to cover these people shifts at least *some* of the financial burden away from the rest of the population and back onto the individuals in question. Would you rather let all the sick people without insurance just die in the streets so that your rates don't go up? That's not the "C-word" folks, that's humanity. For all you Army vets, it's called Integrity: doing what's right, even when nobody is looking.

One thing Republicans and Democrats do agree on when it comes to the issues, is that veterans are important, and their care is best left to the VA and DOD. I sincerely believe that promises made to Commander Hill and others will be kept, and that Tricare will be minimally, if at all, effected.

Chew on it before you scream obscenities at me, please...

In response to Don White -

You should be ashamed of yourself for bad-mouthing our nation's military with your statement "Looks like the United States Military’s Officers; NCO’s; and Enlisted; both active and inactive have betrayed that oath." For someone who served, it is obvious that you do not understand the meaning of the word "duty". There are plenty of quotations from the UCMJ that come to mind if one considers going after the POTUS without merit. You will claim "domestic enemy" - be careful of using such harsh words against the office of our presidency. It is not required to like the person, but you must respect the office. And as the C-in-C, he is the highest level commander. Therefore, the US military's officers, NCOs, and enlisted have upheld their oath to "obey the orders of the President of the United States." Don't ever try to push that bs again.

Correction... I just watched the interview with Director Gaytan again. What he said was that neither VA or TriCare benefits would be adversely impacted by the health care reform bill as the President signed it.

All the fear and rumor-mongering is exactly reminiscent of everything else we have done in this country that was a major change in how we deal with SOCIAL ISSUES. Social Security, Medicare, Medicaid, civil rights, womens rights, hell...even slavery if you want to go WAYYYYYYYY back. Those who scream the loudest in opposition tend to have heard a soundbite (from a source they consider to be reliable) and stick with what they took from that soundbite instead of doing just even a BIT of research so that they make their OWN judgment and form an educated---or even a MILDLY informed and educated opinion. This is what has happened to our great country...the country that WE have fought for...be us republican, democrat, independent, etc. Do we not owe it to ourselves to not only SAY we know what we are talking about but actually KNOW what we are talking about? You have the FREEDOM...the FREEDOM WE ALL FOUGHT FOR...to not only be ignorant...but to be informed as well.

I just cannot help shake my head in sadness when I see a "TEA PARTY" protester holding a sign with a picture of our PRESIDENT...our COMMANDER-IN-CHIEF....with a HITLER mustache and underneath they actually wrote "Obama...keep your government hands off my Medicaid". Seriously. It makes me sad...very sad.

We are Americans...lets start acting like it.

Dane, I believe that "Tea Party" person to whom you are referring is in actuality a Larouchite.

Dane Roose is absolutely correct. We have been subjected to so many lies and heard so much hate mongering from right wing whackos that most of the country doesn't have any idea what the truth is. Below is what Military Officers Assn. (MOAA) is saying for your information.

Dear Commander Patton,

In recent days, we’ve seen a barrage of information (and misinformation, in many cases) about how national health reform legislation might affect currently serving and retired servicemembers and their families.

Now that President Obama has signed the initial legislation into law, I want to lay out for you what we know.

The biggest question on our members’ minds has been: “How will passage of national health reform legislation affect me?” For members under age 65, based on what we know so far, the answer appears to be, “Not much, if at all.”

There are some changes to Medicare, but it remains to be seen what the real impact of those may be over time. The most significant of them is likely to be some reduction of availability of Medicare Advantage HMOs.

In the meantime, MOAA has prepared answers to the most-frequently asked questions that we hope you’ll find useful.

Unfortunately, there already are messages flying around the internet to the effect that “I heard this will end TRICARE” or “This will force military people to buy other coverage.” That’s simply not true. If you get such messages, please help educate the senders with MOAA’s answers.

As MOAA has said from the beginning, everyone we’ve talked to in the Administration or the House or the Senate, of either political party, supports protecting military and VA beneficiaries from adverse effects associated with national health reform.

Just to be sure, MOAA and loyal members like you generated more than 100,000 messages to Congress urging protection of the unique military and VA health benefits and protection against any taxation of those benefits. And your voices were heard.

In as clear an indication of that as anyone could ask for, the House unanimously passed separate legislation explicitly citing TRICARE as “qualifying health coverage” for purposes of the new law. The Senate is working now to pass the same legislation. VA care and TRICARE For Life already were explicitly designated in law. That means eligible beneficiaries of those programs won’t be subject to financial penalties that can be imposed on people who don’t have qualifying insurance.

That said, let’s be clear on another key issue.

Can anyone guarantee that there will never be any unfavorable changes to military and VA programs? No.

Do we know for sure how all the details will play out? No.

There’s always a potential for unintended consequences, and there’s always the potential for new initiatives to arise (see below).

But if you were worried that national health reform legislation is somehow aimed at whacking military beneficiaries’ health coverage, that’s just not so.

Frankly, we think the much more significant issue for Medicare – and for the military community and the rest of America -- is what proposed changes will be recommended by the new National Commission on Fiscal Responsibility and Reform that’s supposed to report by Dec. 1 on options to reduce the national debt.

You have my personal pledge that MOAA will continue to be vigilant as implementation of national health reform proceeds – and as the new debt commission proposals become known – and your association will continue to do everything in our power to protect your interests and your service-earned health benefits.

All the best,

VADM Norb Ryan Jr., USN (Ret)
President

Bob- I may cut that posting down. I tried to address with you via email, however, you used a fake email address.

Hi, does anyone know what will happen to disabled vets who could not retire and were denied medical retirement by the Army (for example) but who are 100% service connected as rated by the VA? We currently have CHAMPVA but I can't find any mention of the status of CHAMPVA anywhere. CHAMPVA is what has prevented this family from going bankrupt due to medical costs. We are sort of a minority in a "Grey" area and rarely addressed in any press releases. People in my situation are disabled through military service but were unable to get a medical discharge. For my family it was a 15 year fight on the breadline for me to secure my VA Disability Rating. I couldn't afford lawyers so had to learn the hard way how to process a claim. I'm not bitter, I'm very grateful for what my family now has but am terrified of having my benefits vanish into thin air. I have no fight left in me after this 15 year battle. I don't want to face a future without the little security I now have. I used to live in England for just over 10 years (I worked for the Airforce and the Navy in agony until my body couldn't do it anymore after leaving the army) . I would not wish the British SOCIALIST health care system upon even my worst enemy. Those who support Socialism should move to a communist country where you can thrive and be happy getting screwed and give up all that you fought for, for the rest of your life.
The British Social Health Care works like this: You get chest pain; maybe have a heart attack. If you don't die, you get to make an appointment with your Doc. He says you have heart troubles that are beyond his scope. You get referred to a cardiologist. After your 18 month wait on the list (Get seen immediately if you are rich and can afford to pay the man privately), you see his assistant. He says you have a heart problem and need to see the Cardiologist. Hello another 18 months on the waiting list. The day arrives, you really see the cardiologist (If you haven't died yet). He says you have heart problems and orders some tests: angiogram or cardiac cath, treadmill test, etc. HELLO 18 month waiting lists for the tests! If you do not die and the 18 months have passed; you get checked into the hospital for your procedure to be done tomorrow (YIPPEE). Tomorrow comes and the cardiologist is doing procedures for private patients and you are bumped until tomorrow. Tomorrow comes and suddenly it's ground hog day. After two or three months in the Hospital you've had time to realize that you are going to die unless you move to a country that does not have a "Public or Socialist" health care system. If you can handle the move, praise god because you get the treatment you've been waiting years for. So all who voted for this (I did not) prepare for the worst medical care you've ever received in your life. There's a saying in England...Doctors bury their mistakes and those who can't afford to pay private costs. Moral of the story is that my family left everything we owned in England and brought what we could fit into our suitcases back here to the US and started over from nothing. You will get that desperate on Socialist Health Care if for some reason you have a serious illness of any kind. Think about it and vote accordingly at the next elections!

Brian, I will send along to the policy guys to try to get an answer for you.

Thanks for the question.

"Bob- I may cut that posting down. I tried to address with you via email, however, you used a fake email address."

Sorry about the email address - a typo. However, on what basis will you remove my remarks?

Just length, I try not to allow folks to put entire cut and paste comments in as their own comments. Especially if there is a link available to the same thing. Not censoring, since don't want to keep folks from the info, but we want YOUR opinion, not that of MOAA.

It has been my experience that MOAA has a more powerful lobby than the Legion or VFW. AND they are non-partisan. They work with both sides of the aisle and they do not tolerate partisanship. So when I get a blast from MOAA, I put stock in it.... If they know they tell you and if they don't know they don't speculate or lie like some other groups we know of....

The VFW site doesn't even address the Health Care issue so I guess they are letting their PAC talk for them. Makes me want to rethink my lifetime membership in the VFW. I think maybe its time to get active in all these organizations I belong to instead of taking pot shots at those who are standing up whether I agrees with them or not. My Pastor made a remark awhile back that keeps running through my balding grey head. He suggested that all of us might want to spend less time worrying about our rights and more time focusing on our responsibilities.... Pax....

EOT

Um. ok.

Actually, on edit, are you insinuating we work with only one side of the aisle? I'm honestly befuddled on that one.

I'm a 100% disabled vet. and my wife receives champva not tricare. What about us. Most of what I've read was by retiries not 100 % disabled vets. and our families. We have sacraficed enough for this country. We are willing to go all the way if it is nessasary. How many of you are willing to bear arms against this outrage and socialist take over of our country. The shot heard around the world, remember it started with one shot. They have taken GOD out of our schools and public bldgs. Our money is worthless and we depend on the Chineese for most everything. When is enough, enough NOW is the TIME to STAND UP and make a difference. Shout scream vote what ever you can do, do it and do it loudly. My blood was spilled for this country, my wife suffered more than I did. We owe everything to our liberty and constitution. Don't let the communist take it away with slick words and talk

I have to chuckle when I read Brian on British Social Health Care. I thought for a moment he was talking about my experience with the VA Hospital/Clinic system. Obviously he hasn’t had to rely on them as a primary care facility. It took over 6 years to get needed bladder surgery and when it was messed up, another 3 or 4 years have passed trying to get the okay to have it corrected. Nearly 10 years ago I went to my primary, who referred me to a specialized clinic. The doctor there would not address my symptoms (symptoms that caused me problems working and driving) until she could rule out sleep apnea. I went on a waiting list for 2 years and found I have mild apnea. The doctor who ordered the test is now long gone. I was called into a group meeting and handed some equipment, that’s when I was informed of the apnea. I can not use the equipment and explained to my primary my problems. She sighed, smiled and told me to hang in there, I would be old enough for Medicare in a few years and they could provide the equipment I need for the apnea. My experience with the clinic for my back problem is to long for the blog. It has gone on for over twenty years in a giant loop with nothing accomplished. In summary, Brian the grass is not always greener and sometimes, not even real grass. Life is a crap shoot, and so is health care. I wish more people would take the time to learn the facts before they declare war on the new legislation. Thanks for the work you do for all us Vets.

MOTHAX - I think you need to lighten up or perhaps I was getting to close to the truth. I'm not sure why you took my comments personally, but my reference was obviously to the VFW PAC. To be honest, I don't care what your politics are, but I am surprised that you spend so much time on line....

Thanks, but I've had enough of this site. Too up tight for me.... Pax...

I'm the blogger in charge of this site, on a night when we send out alerts to 250,000. Tonight alone we will get nearly 5,000 readers. Where exactly should I be other than sitting on my couch watching the NCAA tourney and monitoring the blog I get paid to monitor?

Mr Moran,
I work in public schools. God isn’t gone. For every headline you read to ban God and end prayer, I assure you there are thousands of prayers offered up at public schools everyday in this nation. What I do see now more than when I attended public schools in the 50’s and 60’s or when my children attended in the 80’s is diversity. You can not expect Muslims, Jewish, Buddhist, Hinduisms, to name but a few, to feel comfortable and participate in Christian prayer. Then there are the hundreds of children everyday who enter school from American homes that do not teach their children about God or even mention it at home. To them prayer is rather foreign. They may go along with it but don’t have a clue what they are doing or why. Just think for a moment or two, what if all the children in private religious schools and home schools returned to public school. What impact do you think they would have of their peers? Just how many lives would be changed by their examples and beliefs? Quit blaming everything on the government like it is completely separate from each of us. We are where we are because of the choices we made. Schools may now appear non religious because the religious choose to pack up their toys and isolate themselves. Oh, and that remember the one shot…Yes I do, and I remember one shots have started riots and lynchings in the 50’s and 60’s. I'm a Vet too. I grew up in a miltary home and joined the military, married military. For God and County I have known since childhood. Yes be very cautious of slick words and talk. But may I add, know your enemies. I'd trust a card carrying Communist long before a Politican with one foot in Wallstreet. When you listen to people find out what their motivation is, just why are they trying so hard to convince you? What do they have to gain? Are they the source of the information or just passing the gossip! Don't let people play you with catchy words and sound bits.

The mainstream media has ignored how the new health care law will impact veterans who receive care at the VA. I have not heard anything on the subject. I came here hoping to get information and all I got was a left-wing rant. Thank you very much.

Great info! I recently came across your blog and have been reading along. I thought I would leave my first comment. I don’t know what to say except that I have enjoyed reading. Nice blog. I will keep visiting this blog very often. http://www.the-best-auto-insurance.info

I liked the comments from kathy alleman. She may have had bad experiences with the VA and I've heard similar tales from other vets who had lived in other states. I do rely upon the VA as my Primary and Only health care provider. To date, they have been excellent with little to no wait for procedures. I also had a Sleep Study done. I had to wait a few weeks from when it was ordered. I was diagnosed with moderate to severe Sleep Apnea. My equipment was mailed to me quickly. A Health Care person came to my home and went through the equipment with me and set everything up. It might help that the Syracuse, New York VA Medical Center is a learning hospital and works closely with Syracuse University. So hand on heart, they have been great. My wife is also treated at their Women's Health Clinic and gets the same excellent care. So I guess the VA in our case is "Getting it right" and I take my hat off to them. It appears that you don't enjoy the same care where you live. I can't say enough good things about the VA Health Care that I receive with Champva and that's why I'm really scared of losing it. Every story is different though and I respect that. I'd bet that there are plenty of vets who would complain about Syracuse VA but I am not one of them. It's the Lack of Facts regarding the new legislation that causes me to "declare war" on it. You should re-read my first sentences of my first post; they address that. The fact that legislation was pushed through prematurely with a promise of some fix or patch it up legislation to follow is scary to me. No one can honestly say exactly what has been passed since the fix it legislation has not been written yet. If you are happy with that, then that's your choice. I don't enjoy wondering if my family will be without medical care tomorrow or paying so much that it ruins us financially. Members of my family have died for our country in the name of freedom and with the thought that their families would be taken care of. I also have friends who served in the British military who are disabled. Their Socialist system does not take care of it's veterans. Sorry, should I say Public Health Care? That should scare you along with the thought that we may still suffer financially depending upon the legislation that hasn't been written yet. I have private insurance for my children that I happily pay for. I dread the thought of being forced to pay for possibly inferior insurance. My freedom of choice will be lost in that instance. Think about it. What's next?

Only time will tell what affect all this will have on our Tricare & VA benefits. You can bet that I will consider a dramatic increase in my Tricare Premium (not just a COLA increase) as an adverse affect on my benefits and I will vote accordingly in 2010, 2012 and beyond. I for one do not buy what the White House and Congress are saying about the whole thing. I think there are many omissions in what they say the ultimate cost will be, and over time the truth will be revealed. Whether the American people hold the ones who voted for this and signed it into law accountable on election day is another question which only time will tell. I think on both sides of the ailse there is misinformation, but I would say any change starts with us the American people. We elected all these people to office and continue to re-elect them even when they prove they don't represent us. I think the next thing the American people need to push for is an Amendment to the Constitution which implements term limits for all of Congress as well as preventing them from excluding themselves from any laws which affect the American people. Check out http://www.termlimits.org/ I like their catch phrase "Citizen Legislators, Not Career Politicians", I truly believe that's what our founding fathers intended for us.

As an active-duty, full-time member of the Armed Forces of The United States of America, for over
five years. I read comments from "veterans" concerned about those matters that we never thought
while Defending our nation: accepting harsh conditions: protecting our comrades: destroying our
enemies, with no fear of negative retribution. I don't remember anyone releasing me from my Oath
of Allegence , and will deal harshly with any individual or group that seeks to destroy/overthrow/ or condemn our lawful way of life! Anything less is a dishonor to those whom served yesterday and today-
"...MY COUNTRY RIGHT OR WRONG!"

A true VETERAN

I am a Vet. who has benifited from the Government run medical system. I had a Tripple By-Pass heart operation and had it not been for the VA Hospital in Wash. D.C. I would not be here today trying to defend a system that is Government run and "DAMN Well" I might add.
In addition to the V.A. I just went on Social Security (oh yeah that is the GOVT. as well) and I get a check monthly from them. Granted it is not much but it shure as HELL beats NOTHING. Is the health reform bill all the answer? I and our elected officials as well as our President say NO but at least it is somewhere to start which is more than we have had for the past 100 years. Come on folks lets stop with the B.S. as NONE of us are sure what this bill has in it and we all , I hope, know every journey starts with a trip and it is ONE STEP at a time. STOP listening to the SPIN Dr's and judge for yourself. Oh yes and I am a DEMOCRAT and proud to be in the party of the common people and not the elete.
Bob H.
P.S.
please excuse the spelling errors, as I am OLD and have o PUBLIC education and attended a STATE college. "Thanks to the GOVERNMENY"

Sorry Brian if I left you with the opinion I do not appreciate the VA. The VA has been good to me. I have a wonderful relationship with my primary care doctor in the Women’s Wellness Clinic. I got in when they were starting nearly 20 years ago. Atlanta is a center with ties to the Emory University so I see a lot of turn over in the specialty clinics with little follow up and consistency in care. There are a few rotten apples in the bunch but I have learned to navigate around them for services. I was a Social Worker for the State for years and witnessed so many women my age with absolutely nothing to fall back on, afraid to burden their families so they ignored their health until it was too late. I really am grateful, but I have had to develop patience and a sense of humor along the way. When I was with the State I had Kaiser. In the beginning, 1988, it was great coverage. I was happy to see the State kept our costs down over the years. Then 8 years later I discovered the way to keep the cost down was trim the menu of services offered. What started as excellent coverage was reduced to a first aid plan, to coin the phrase of my doctor. I too, do not know where I will stand with this new program. I can hope for the best but live with what I get. I worked for the insurance industry in the early 80’s. I watched my company Metropolitan Life systematic increase premiums to force you out. They were not making enough profit with individual health plans and wanted out of the business, as did many other companies. I am not sure how they are going to handle mandatory issuance of health insurance. I can imagine an industry working to gouge the public as well as government. I find them akin to big banking. Scary. Let’s face it, there are probably a lot of good things in the bill but there are so many people (bullies) determined to stand in the way of change they will find a way to screw it up. But like you I pray they leave the veterans and their families alone.

First -- I want to thank every one who is serving our country and has served our country. I value our freedom.

I am a spouse to a 100% service connected permanent & total disabled veteran; I do receive CHAMPVA. I choose to use the local VAMC (WPB, FL) for my care and have done so for about 18 months. I had been scheduling appointments as prescribed by the physicians but received a call today and was told that my coverage will not allow certain appointments to be covered any longer. When I offered to pay for the visit since I had not reached my deductible yet -- they refused that too. I will be contacting the patient advocates, DAV reps, and the CHAMPVA reps in Denver but that will not change the fact that my treatment stops in midstream. My appointments were being scheduled weekly. I am just grateful that it is not critical care. I hope and pray that my husband will continue and get his medical care as his needs are more dire than mine.

Concerned as I am not sure what this NEW bill will do for health-care for our veterans & their families. We are starting to feel it now as they are trimming the COSTS and WASTES down. Some of the staff has gone to better positions/offerings; longer wait times for some appointments have been experienced already. Example: follow-up appointments use to be one month are now three to four months; if you have urgent care issue -- you need to call primary care and than go to ER.

Now, as my husband just got approved for his SSD; there was notification from SSA that you will lose TRICARE eligibility anytime you have MEDICARE part A, but don't have part B - www.tricare.mil/factsheets/medicare or call 866-773-0404.

I am sure many more rules will be implemented. I shall keep you posted with my findings. I hope that this is a misunderstanding.

Thank you so much for the straight scoop on this new health care bill and TFL. Our Congresswomen was to speak at the local
senior center today. My plan was to lay into her for lying to us veterans concerning TFL. The media had so much mis-information on this issue it was terrible. As it stands now I will cool it until more stright facts emerge. My other upset is all the exclusions of congress
their families, their staff and families, and untold amount of belt way folks who are not part of this bill. Shameful doings.

Regards John Hipson

Thank you Bob Hall for your service and your opinion. I myself am a Republican and proud of that along my 28 years of active duty service. My education is a mix of private (parochial) and public school, with almost all of my college (Associate, Bachelor & Master degrees) being paid for by Uncle Sam while on active duty, I ran out of Tuition Assistance before I retired and willingly paid for the last two semesters of my Master Degree myself. By no means do I consider myself an elitist because I am a Republican, I come from a common family. Everything I have I worked for, my parents gave me nothing except for paying my tuition to parochial school, and my father worked hard to provide that for my two brothers, sister and I. I too draw some benefits from the VA (60% service related disability), and have no complaints as to the medical care I have received in the Fayetteville, NC VA Hospital, but I also retain my Tricare Prime for my family and I. It the paperwork bureacrats I'm fighting as they misread some of my paperwork, so medically the VA does OK, paperwork wise they are lacking.
Yes, we have to start somewhere as Bob stated. Unfortunately this President, who promised so much transparency has failed at that and seems to ignore the American peoples desire to be informed. Bob said "Come on folks lets stop with the B.S. as NONE of us are sure what this bill has in it", had this President lived up to his transparency promise, one of many he has already broken in less than a year, we would have know 72 hours prior to the first vote what we were in for, that my friend is the problem. He lied to us to get elected and he continues to do so now, a typical politician vs. a Citizen Legislator. Sorry if this offends anyone but that is my opinion, he and his cronies are no different than the rest of the Washington crowd.

All health care benefits that we know it today are affected by the health care bill; including the 100% service connected permanent & total ones – just NO word yet how. CHAMPVA & TriCare patients are already hit with cancelled appointments and back charges of uncollected bills (outrageous debts). A TriCare patient at WPB VAMC was to have been billed only $12 was hit $300 from services rendered two years ago. As it sits you cannot get either coverage (TRICARE OR CHAMPVA) unless you enroll in Medicare Part A & B if applicable. The Fiscal Dept and the 1st Party Billing of the VAMC are clueless as to what will happen next but know that there are CHANGES coming. All the Patient Advocate can do is to give out resources; they are not allowed to find solutions and/or solve problems directly. It is rumored that there is NO moral standing agency looking out for the veteran, his/her welfare & his/her concerns. It is sad to say that many of the staff at the VAMC's are not educated enough about the health care system that they work for; and do give misinformation, themselves.

I will be advocating for my husband as he does receive his benefits (VA & SSD). I will be fighting to keep my CHAMPVA benefits with my care at the VAMC; there may even be a problem with that – I shall keep you posted; so you can assist others….. I pray I do not get hit with any of my past medical bills. It is different if you know ahead of time so you can prepare. I will call CHAMPVA-DENVER directly, in the morning to get straight answers. As I would assist any veteran in advocating for their health care & benefits rightfully due them, too -- I do give resources to others when they are in need.

PLEASE note, I am an independent. I believe we need reform for affordable health care services for one and all; I just do not agree with how the President chose to do it for its citizens. The elected officials need to run in "the common man's" shoes for a while before passing these laws as well as being accountable. I am one for less BIG GOVT.

I have trouble with military veterans posting these sad stories, "...can't get this, can't get that,.etc."
As a 'Legionaire' , I only visit or call my VSO (Ohio), they do their job, without hiding behind excuses.
The success of any mission depends on the person determined to carry it out. As a decorated combat veteran, I don't feel the world 'owes' me anything! But, if I owed anything, as of August 1970 the debt is
clear. Some have problems, but, we are able to deal with these complaints within our "family"!
Fighting each others battles, is what we do best!!

AM I WRONG?

I agree with John P. Mahone, the world doesn't owe me anything either, and if I owed anything to this country I believe 28 yrs of service payed that debt. However, I do believe our government owes us veterans for our service.

"The nation which forgets its defenders will itself be forgotten." President Calvin Coolidge*

"The sacrifices made by veterans and their willingness to fight in defense of our nation merit our deep respect and praise - and to the best in benefits and medical care." Sue Kelly

My husband retired from the Air Force with 20 years service. That 20 year committment was made with the understanding that he and his dependent wife would receive life long medical care. At the age of 65 his "military" medical coverage was STOPPED because he was "eligible" for Medicare. There was NO CHOICE! After years of "fighting" by the American Legion and other veteran organizations, health care for retired military was re-instated through Tri-Care for Life as a SUPPLEMENT to Medicare! I am a retired federal government employee and asked to keep my government medical insurance rather than to subscribe to Medicare but was told my insurance would be the THIRD payer for any medical expenses (but the premium would remain the same) because I was ELIGIBLE for Medicare and Tri-Care for Life! Choice?? Not much of one in my opinion. If you have insurance and are willing to continue to pay your own premiums you are penalized if you refuse to accept Medicare. Your insurance will base your medical PAYMENTS on what Medicare's values are.
No, I do not trust this "new" proposal for medical care.
